I have found some various offshore hosts that look worthy of checking out. I will list them here (their pricing pages).
https://www.conoha.jp/en/pricing Here you are going to need to be ready to convert JPY to your currency. Why? They are owned by GMO Internet, Inc, a Japanese internet relation company. I have not given them a try, I would be cautious with using them although if it works out definitely leave a review here and if it doesn't, do the same so we can remove them.

During a single attack, they suddenly suspended my account informing me I had reached my resource maximum. With that said, while I was with them for a little while (few months) they performed well. Website load time seemed acceptable, awesome Russian VPS provider. I think they are my favorite server host in the Russian area.
https://www.ninet.rs/en/vps-servers Get your service running from Serbia. Girls from Serbia are hot, the servers are cool. I have not had any experiences with them, it seems legit though.
http://ukrdc.net/en/index.html I think Ukraine seems like a nice place to host servers. I gave their hosting a try (free trial VPS) and it was awesome. The ping can get a little high in some parts of the world, but it seemed stable and quick for me.
http://www.thaihosting.asia/virtual-servers/ I have no idea how you would pay with these guys. I just know the servers look very overpriced, but they are not. It is just their crazy looking currency.
