Hmm, officially that isn't supported but maybe try uploading with yatqa or directly to the servers filesystem via ftp/ssh

Yes you are able to upload gif files (through the client or yatqa or direct ftp)
No in the client it's not animated. - it's stucks in one position (no movement)

@Belhassen Make it with Photoshop or some design programs or look for an online gif creator.
