Bot for private text or voice messages

Hello!
I want to create or find bot or script that will send text message (better whisper - voice message) to everyone who is online on server.
Whisper is better because most of users don't have enabled sound on message.
I want to use this to prepare users for server restart.

Russian language but at first I want to look for some tries with voice messages (whisper). For example: sound bots can play music somehow. May be I can send recorded voice message to Whisper list?

lol I meant programming language.

I don't think that's possible with PHP, so I'm out. Maybe see if sinusbot can do something similar to that but I cannot help with that.

You could do it manually. Record it, then set the input to a sound player and press the whisper key.

As I said, the only way I know off is just play a sound through your client and whisper it. You'll have to ask somebody else if you really want a bot for that.

I wanted to do it anyways so I decided to just do it. If you need help setting up the whispering through your client (no bot), I can help you with that
