Maybe there is a way.. but we dont know it. Youre better of asking at the teamspeak forums.. If they dont know a way they may create one in the next client version.

Just create symlink from C:\Program Files\TeamSpeak 3 Client\config\cache
and point it to ramdisk or smth else like ssd.
or even move your entire teamspeak folder to ssd.
And, yes, you have to store your data in program files, not in %appdata%
