I don't know if theres any VPS Service on which you can change IP address for free. No one will change your IP Address for free unless theres a real reason for that.
But new IP blocks aren't even expensive, you have DDoS Protected services, with additional IP's from 1,49€

I have been using the company https://www.kolanbilisim.com/en/ for a long time. I have been changing my ip address for free, because I am using ts3 cracked license I have been under attack and there is still no problem. Their ddos protection is awesome. Highly recommended(They have English and Turkish supports)

In Turkey, they have anti-ddos protection from Voxility and they have their own firewall, and as you mentioned, they have English and Turkish supports. I think the company is good and they offer changing ip addresses for free.(As far as I remember the limit was between 10 and 20 then they want you to pay)I have been using the company https://www.kolanbilisim.com/en/ for a long time. What included in price of Xeon E3-1270v6 ?
380 euro, for what ?
Same ovh server (instead of 1gbit => 500mb,but anyway they have burst) but 32gb ram instead 16gb is cost 50-60 euro (with setup fee one time ~50 euro)

I don't think OVH has Curacao servers, they are also specific servers suitable for certified gambling companies. Plus they are semi manager servers.
OVH barely answers phone calls..

The main idea ovh is provide unmanaged servers (dont forget it).
OVH is mainly automated datacenters with auto server provisioning.
Anyway UK support is answering really fast (for 1+ last month of observation).
Even if you will pay for support => price for your server with support willn't exceed 100 euro.
Around 300 euro overprice for just DMCA Ignored ? Ok, continue.
There is will no exist better dedicated servers provider with good price-quality ratio.
Working with dark things ? ovh isn't your choice. Keep in mind you writing on teamspeak forum* (DMCA ignored and teamspeak it is very different things) where is no more widely-used cracked teamspeak which can violate some of legal things.

I was clear in my comment, the price is related to the location of the server and to some special features.
Nobody said that our Curacao servers are perfect for teamspeak servers, I don't even understand why you're looking at them if they are not suitable for your needs, we also offer normal services like UK vps with affordable price.
