Nowadays free servers are only public servers. Either country local gaming communities, or Teamspeak's official public servers.
You won't find a licensed server for free because NPL model has been discontinued and probably noone will share it and risk to loose his license.
So you either go to an ATHP to buy some ts3 space, or buy a machine and a 'Gamer License" from teamspeak's site.
The other solution is to switch to another communications platform like mumble or discord.

Or buy a virtual private server (VPS). For example here for 1 € per month. That should be possible to pay for everyone.

And host on this VPS your free TS3 server up to 32 slots with the free server license. There is no registration necessary. Only download and install the TS3 server.

Be sure in this case, 32 slots [user online at the same time] are enough for you. If you want more, you need to buy a license for TS3, like Alligatoras says, i.e. the gamer license. This starts with 55$ for a single year.
