I can't update to the 3.1 version of TeamSpeak, I get a notice that says: the program can't start because lack api-ms-win-crt-runtime-|1-1-0.dll on the computer. Try to reinstall the program to fix this problem. How do I fix it?

Try to remove you vc_redist on your computer then search for Windows Update and Update done.
Because this have to be default.

I had this problem when switching operating systems; its a simple fix.
1. Check for windows updates like in this picture. http://i.imgur.com/Ex6yxGr.png & http://i.imgur.com/EkbZYcp.png
2. Allow windows to search for all of the important updates it wants to download and install.(PLEASE NOTE: It takes a long time for most people to find updates just give it plenty of time.)
3. Install updates and restart as it will prompt you to do so at least once.
4. Once all updates are installed check if teamspeak will launch if not then you now need visual studio run time.(Windows updates first then run time this can cause problems if done out of order)
5. Download run time here https://www.microsoft.com/en-us/download/details.aspx?id=48145 (Check system reqs and make sure run time is for you(it should))
6. If you still encounter problems check your computer for viruses or reinstall teamspeak/run time.
