I'd say you have connected to a TeamSpeak server that seems to be using an invalid license.

Is it your npl? If yes does it run on the server you used to get the npl?

its from a friend he just changed host and that message poped up maybe a previous customer had that ip and was greylisted?

It means that the IP was grey listed if its only just happened as soon as you've moved host then its most likely your theory is correct and a past customer got it grey listed, a solution to this problem is just ask your provider for a new IP and pay the £2 or what ever.
