How restricted permission (b_virtualserver_modify_maxclients) for havent acces to modify with admin server query?

Yes if you are the one using that query. Otherwise for Users setup another set of permissions like example Servername_Query

yes in my setup group i have the same thing some times people do not edit template but depends on server admins

You are not supposed to give anyone Admin Server Query. Only give people the default Admin group.

true . some times even trusted people will do something bad . Like give hidden permissions . Advisable to limit the permissions on the group so there wont be any harm to ts3 server.
