I guess you are able to code since you wrote it's for your panel. Simply check the ip of every client and kick them if another client has the same ip. That's not really hard.

the ip changed when he use a vpn or he random change from the internet company

No Problem IMASTRx, u can do all clients connecting with ip and Display the clients all . if he's Click iMASTRx, Got a poke in ts3 With a random Letters.
if he's typing the code in Text area work with him,

I dont understand But all Arabian - Saudi Arabia use's VPN. because if he's connect to The TS3 Panel , he's Type the nickname random because more users Use One VPN.
