Well, the title says everything 
Teamspeak got a new location for downloading the client and the server files. And the location is: https://files.teamspeak-services.com/
They don't have the old files only client 3.2.3+ and server 3.5.0+
The old files still exist under the "old" domain though: http://dl.4players.de/ts/
