Looks like this is the one that everyone is uploading screenshots in non-engilsh languages!!
I know this panel, but never found it!
after using google - it's not a panel even - it's a php + TS3IconManager i think
and some website (which has 2 language) added one extra script that allow u to modify someone channel group in ur channel even if he is not in ur room
some added something as far as i could see in screenshots for youtuber
I think they need someone is good in php to do it - not for a panel to be shared
