Web Hosting : How to restrict certain permissions

Hello. I have a teamspeak hosting website (free one) and since there are so many knowledgeable teamspeak people out here, I'd thought I'd reach to you.

Here is my issue:

I have an alike system like this and wanted to know how to do the following when they automatically create a server:

- Restrict anyone from changing slots
- Restrict anyone from changing hostbutton.
