The files are not permitted to get executed. Solvable by using chmod. Could you explain what you mean by the chmod thing did not work?

you have to unpack all files not only the binary then give it chmod 777 and try it again

Just update it like Teamspeak wants you to.. Download their zip/tar and extract all files to your server directory overwriting everything already existing... You wont loose any of your servers or data.
