HTP just splits the packets. You can look at your own if you dont believe me. And dont tell me they memory edited it that way. That wouldn't make any sense.
You are right that it wouldn't make sense since it doesn't get you anywhere. But a lot of stuff on the HTP server is like that.
It could also have been broken by previous edits.
You can see it as a proof for them writing their own server - but you can also just not.
As said before. They may be writing their own server but noone knows for certain until there is a proper proof.
