I see the reason --- he filed a non-receipt dispute and his money is on hold. This means he requested a PayPal refund or this is an issue with his account. Our payment gateway script automatically detects when the funds are on hold and revokes VIP.

He clearly did this himself --- he requested a dispute aka charge back, Supervisor and I would normally ban these people because when people file disputes that eventually leads to PayPal account penalties for example getting shutdown. He definitely had VIP then refunded which revoked his VIP status. This is why most places do not sell BTC with PayPal

I issued them a full refund as this is the best possible thing to do to escape the refund --- shutdown trap with PayPal.
