How can you sell something that does not belong to you? OVH leases those addresses, do you plan to sell your account? those ip are not transferable IMHO

Yes you can trasfert the ipv4 to another ovh account. i have already sold some ipv4!

Make sure their IPs aren't listed here: https://mxtoolbox.com/blacklists.aspx
OVH will think you abused and take actions against you. Transferred IPs can get you in serious trouble. Contact change DOES NOT give ownership. Owner must fill this: https://www.ovh.co.uk/cgi-bin/en/procedure/procedureChangeOwner.cgi
